is that a person or a dummy holding obi's tape? i mean theres a knife through her (yes it looks like a woman behind the make up, long hair too).

No, it was just a dummy, think about all the test dummies John has in his workshop, he could obviously spare a few. I think making the dummy look a little more human was just to creep out the audience.
